Whether renting a room, an apartment, a house, or a duplex, the relationship between a renter and the property owner is governed by federal, state, and, local laws. Issues are typically resolved as a matter between two private parties. The following information and resources may be of assistance to you.

Tenant Protection Ordinance

Amendments to CVMC 9.65 "Residential Tenant Protections" were approved at the February 20 (Item 7.2) City Council meeting, and are effective as of April 1, 2024. The current ordinance with the most recent updates in track change can be found here.

The “California Tenant Protection Act” has been in place since January 1, 2020 via Assembly Bill 1482, with subsequent amendments via Senate Bill 567 (effective 4/1/24), and applies to properties statewide. This existing state law requires landlords provide tenants with notice of the law and to disclose the specific reasons they are terminating a tenancy.

On November 1, 2022 the Chula Vista City Council adopted Chula Vista Municipal Code (“CVMC”) section 9.65, the Residential Tenant Protection Ordinance, to strengthen the statewide protections already in place and provide greater tenant protections in certain instances of no fault eviction in the City of Chula Vista.
