HOMEOWNER REPAIR PROGRAMS

Mobilehome Community Housing Improvement Program (CHIP)

The Community Housing Improvement Program (CHIP) offers loan funds for eligible mobilehome owners to make health and safety related repairs. Currently, the City offers up to $10,000 in a 0% deferred 5-year forgivable loan. No monthly payments are required and after the fifth year of occupancy, loans are forgiven. Eligible applicants must be living in a designated Mobilehome Home Park (MHP) zone and have income below 50% of the area median income.

Single-Family Homes - Western Chula Vista Rehabilitation Program

The Western Rehabilitation Program offers low interest loans to single-family homeowners, below 80% of the area median income, for home improvements and energy efficiency upgrades. Currently, the City offers a 0% or 3% deferred loan, dependent on income, for up to $25,000.  Priority is given to homes located within targeted "low income" census tracts. Condos and Townhouses are not eligible for this program

First-Time Homebuyer Program

Eligible families with incomes at or below 80 percent of AMI may apply for a 3 percent interest, deferred-payment loan of up to 22 percent of the purchase price (maximum loan of $120,000) to purchase a single-family home, townhome or condominium .  The loan may be used toward down payment and closing costs.

No payments are required for 30 years, unless the owner sells or no longer occupies the home as a primary residence, at which time the principal balance, including accrued interest, must be repaid.

To qualify, the buyer must obtain a fixed-rate first trust deed loan; have adequate income, a good credit rating; and provide a minimum down payment of 3 percent. Applicants also must attend a homebuyer education class and pre-purchase counseling.  The program is being serviced by the San Diego Housing Commission.  Additional details, including the Program Guidelines can be found at San Diego Housing Commission First-Time Homebuyer Programs (sdhc.org)

If you wish to refinance, please share the City’s Subordination Requirements with your lender. All paperwork, including this release of information, must be submitted to the City of Chula Vista in order to refinance. If you have any questions, please contact affhousing@chulavistaca.gov or call the housing line at (619) 691-5047.
